Perch Poachers?

Today
There is what appears to be a net trawler just inside the “red can”marker buoy at the entrance to the harbor.
Does anyone know who they are?
Does anyone know if they have the correct permits?

I was under the assumption that there was no netting allowed inside the designated harbor area (?)

Beaver Island... protect your natural resources!

Saw that but I was working and didn’t have time to scope! They did appear to be outside the circle!

They are not supposed to be there. They got in trouble for it last year. It is poaching.
