Beach Rangers and avian botulism

I am looking for some folks who regularly walk the beaches to help us monitor dead birds. No you do not have to pick them up, just report them on a form and to call me with information.
Two dead cormorants were noticed during the beach clean up and I had a recent call about 5 dead probably red necked grebes on Donegal Bay.
In particular we would like to have Donegal Bay, Sand Bay and Iron Ore Bay monitored. Green's too if someone down there walks regularly.
